The Lilburn Loop: March 23
SPECIAL CALLED MEETING RECAP
On March 13, the Mayor and Council participated in an extended Special Called Work Session, an annual meeting held to allow for more in-depth discussion. This year’s session took place at Madison City Hall.
During the meeting, city staff presented a detailed financial report and outlined strategies to accomplish the goals and priorities established by the Mayor and Council in March 2025.
Staff also provided updates on two long-term planning efforts: the mid-cycle Comprehensive Plan and the Downtown Master Concept.
The group also discussed House Bill 1116, which has advanced from the House to the Senate, and the potential impact it could have on services provided by counties and municipalities if adopted.

MAYOR'S TOWN HALL & COMPREHENSIVE PLAN OPEN HOUSE
Thank you to everyone who joined us Monday evening for the Mayor’s Town Hall and Comprehensive Plan Open House. This was the best-attended Mayor’s Town Hall to date!
During the Town Hall, Mayor Crist shared an update on the Downtown Master Concept, including the decision to refer to it as a “concept” rather than a “concept plan.” This distinction helps clarify that ideas generated during the charrette process are possibilities—not commitments—and that any future projects would be evaluated for feasibility and appropriateness before moving forward. Potential projects may also be considered as part of the city’s 5-year Capital Improvement Plan.
Following the Town Hall, attendees had the opportunity to explore updates to the Comprehensive Plan, with a focus on mobility, and provide additional input by allocating “paper dollars” to their preferred options.
We appreciate the community’s continued engagement as these planning efforts move forward.
WHAT'S THE DIFFERENCE? COMPREHENSIVE PLAN AND DOWNTOWN MASTER CONCEPT
While both planning efforts help guide Lilburn’s future, they serve different purposes:
Comprehensive Plan
- Covers the entire city
- Provides long-range guidance for land use, transportation, housing, and growth
- Helps inform future zoning and development decisions
To learn more, click the button below about the Comprehensive Plan.

Downtown Master Concept
- Focuses specifically on Old Town
- Explores design concepts, mobility, traffic flow, public spaces, and redevelopment opportunities
- Creates a shared vision for one specific area of the city
To learn more, click the button below about the Downtown Master Concept.
Together, these planning efforts work hand in hand — the Comprehensive Plan establishes the citywide framework, while the Downtown Master Concept explores ideas and opportunities specifically for Old Town Lilburn.

cLEAN WATER BEGINS WITH SAFE DISPOSAL
Proper disposal of household hazardous waste (HHW) such as cleaners, paints, pesticides, used oil and batteries can prevent pollution from reaching City of Lilburn’s waterways and causing harm to the environment. When HHW enters a storm drain, it drains directly to local streams and lakes without receiving any treatment. To protect our water and environment, follow these tips:
- Reduce the amount you buy so you won’t have to dispose of leftover waste
- Solidify old paint with cat litter before disposal with other solid waste
- Recycle used motor oil at auto shops
- Recycle used batteries and light bulbs at hardware and battery stores
- Store HHW items indoors or under cover and dispose of by a sanitation service
Learn more about Household Hazardous Waste at DWR’s Lilburn Workshop on Thursday, April 9 at 6:00 p.m. and you may qualify for a 5% stormwater fee credit. For more tips on protecting our streams from pollutants check out the city's Stormwater Management Pages.

FIRST AND MAIN ASSEMBLAGE UPDATE
Work is underway at the First Avenue and Main Street assemblage, a public-private partnership led by the Downtown Development Authority (DDA) to support future investment in Old Town Lilburn. Crews are preparing the 2.61-acre site for a mixed-use development, which is planned to include commercial space along Main Street and residential units along Velva Way.
Lewis Contracting Services began site work in early November, and crews are installing underground storm utilities. Site development is expected to continue through mid-summer 2026. As this project moves forward, all plans and renderings remain conceptual and subject to change. Updates will continue to be shared as progress is made. This project represents another step toward reinvestment in Old Town, and the City will continue to keep the community informed as work progresses.Learn More About the First and Main Project
