2020 Tax Year Millage Rate Set 

Each year, Lilburn City Council is required to set its millage rate for the upcoming year. The 2020 millage rate will remain the same as the 2019 millage rate of 4.430. Although the millage rate remained the same as the previous year, it is considered an increase due to an increase in the assessed value of some properties. The city held three public hearings, as required by the state, prior to the council's vote. Vote: 4-0

Text Amendments Approved

Lilburn City Council voted to approve text amendments to the City of Lilburn Zoning Ordinance and to the city's Development Regulations. Zoning Ordinance text amendments strengthen and clarify regulations of R-2 and MU zoning districts as applied to single family attached and multi-family housing types and subdivisions. They also serve to clarify use of infill development tools, administrative approvals, new architectural and development standards, and provide consistency between codes so the townhome moratorium currently in place can expire. Development Regulation text amendments were designed to strengthen regulations pertaining to open space in residential subdivisions and developments that include residential uses. New Pavilion Construction to Begin

Lichty Commercial Construction, Inc. was awarded the contract for construction of a new open air pavilion at Lilburn City Park. The company submitted the lowest and qualified bid at $1,042.344, which includes the base amount plus added lightning protection in the amount of $8,537. The 3,000 +/- square foot pavilion will be located on the former police headquarters site at 76 Main Street. In addition to the pavilion space, the structure will include a storage area, a greenroom with restrooms, public restrooms for park guests, and a clock tower. Vote: 4-0

City Streets to Receive Improvements

Various city streets will be receiving repairs and resurfacing as part of the 2020 Local Maintenance Improvement Grant (LMIG) annual project list. Blount Construction Company was the low bidder and was awarded the contract for resurfacing work in the amount of $145,763.54. Descriptions of the roads that will be receiving repairs and details are noted in the agenda packet materials. Vote: 4-0

Signalization and Improvements for Killian Hill Road

City Council voted to award the contract for construction related to intersection and signalization at Killian Hill Road and Lilburn Industrial Way to Construction Engineering and Management Company. The company had the lowest submitted bid, in the amount of $391,439.50, for this city/county project. Vote: 4-0

Other Business


  • Council voted to approve, Mi Restaurante Mexican Seasoning, LLC., located at 4104 Lawrenceville Hwy., for an alcohol license for on premise beer, wine & distilled spirits, contingent upon receiving an occupational tax certificate. Vote: 4-0
  • Lilburn City Council approved the appointments of Joe Nocera and Tom Mills to the Downtown Development Authority (DDA). The two new members replace Norman Nash and Jimi Taylor who resigned in January and March, respectively. Vote: 3-0
  • The following events were announced: Lilburn Food Truck Tuesday on July 14 in Lilburn City Park and Sprinkler Day on July 15, 22 and 29 in Lilburn City Park.
